Phương án mở rộng từ 4 làn hạn chế lên 6 làn xe hoàn chỉnh có nhiều ưu điểm vượt trội so với các phương án giữ nguyên hoặc mở rộng hạn chế.
Tuyến cao tốc Bắc – Nam phía Đông hiện có tổng chiều dài quy hoạch khoảng 2.055km, kéo dài từ cửa khẩu Hữu Nghị (Lạng Sơn) đến TP.Cà Mau, chiếm 22% tổng chiều dài mạng lưới cao tốc cả nước.
Tuy nhiên, hầu hết các đoạn hiện hữu mới chỉ được đầu tư theo quy mô 4 làn xe hạn chế với nền đường rộng 17m, không có làn dừng khẩn cấp, gây nhiều hạn chế trong vận hành, bảo trì và tiềm ẩn nguy cơ tai nạn giao thông. Trước thực tế này, Bộ Xây dựng đã đề xuất nâng cấp các đoạn tuyến trọng điểm lên 6 làn xe cao tốc hoàn chỉnh, có dải phân cách và làn dừng khẩn cấp đúng tiêu chuẩn.
Theo Bộ Xây dựng, phương án mở rộng từ 4 làn hạn chế lên 6 làn xe hoàn chỉnh có nhiều ưu điểm vượt trội so với các phương án giữ nguyên hoặc mở rộng hạn chế. Không chỉ bảo đảm an toàn giao thông, mà còn tối ưu hiệu quả khai thác, giảm thiểu chi phí duy tu và nâng cấp về sau.
Bên cạnh đó, việc đầu tư đồng bộ ngay từ giai đoạn đầu sẽ giúp đẩy nhanh tiến độ giải ngân, tránh phải làm lại, tăng tính kết nối giữa các đô thị lớn, khu công nghiệp, đặc biệt là các hành lang kinh tế trọng điểm như: Bắc Bộ – Trung Bộ – Đông Nam Bộ.
Hiện tại tuyến cao tốc Bắc – Nam phía Đông đã đưa vào khai thác 1.206km. Với hơn 700km thuộc 12 dự án thành phần giai đoạn 2021-2025 và đoạn Hòa Liên - Túy Loan được đưa vào khai thác trong năm 2025 sẽ nối thông tuyến từ Chi Lăng (Lạng Sơn) đến TP Cà Mau vào cuối năm 2025.
Còn đoạn cửa khẩu Hữu Nghị - Chi Lăng (Lạng Sơn) dài gần 60km hiện đang được thi công với mục tiêu hoàn thành vào năm 2026. Đây là dự án đầu tư theo phương thức đối tác công tư (PPP), do UBND tỉnh Lạng Sơn làm cơ quan nhà nước có thẩm quyền.
Ngày 3/1 vừa qua, Thủ tướng cũng đã phê duyệt điều chỉnh quy hoạch mạng lưới đường bộ thời kỳ 2021-2030, tầm nhìn đến năm 2050 để bổ sung cao tốc Cà Mau - Đất Mũi (dài 90km) vào quy hoạch. Theo chỉ đạo của Thủ tướng, Bộ Giao thông vận tải phối hợp UBND tỉnh Cà Mau hoàn thành các thủ tục đầu tư tuyến đường này; giao UBND tỉnh Cà Mau quản lý đầu tư dự án, phấn đấu khởi công trong năm 2025.
