Theo báo cáo của Sở Tài chính, năm 2025, tỉnh Khánh Hòa được Thủ tướng Chính phủ giao 5.064,511 tỷ đồng (chiếm 31,48% kế hoạch vốn) để thực hiện 17 dự án giao thông.

Đến thời điểm này, toàn bộ các dự án giao thông trên địa bàn tỉnh mới giải ngân được gần 1.582 tỷ đồng, đạt tỷ lệ 37,8%. So với tháng 9, số vốn giải ngân chỉ tăng hơn 312 tỷ đồng.

Theo Báo Khánh Hòa, một số dự án có tiến độ giải ngân rất chậm. Chẳng hạn như đường giao thông từ Quốc lộ 27C đến đường tỉnh ĐT.656 tỉnh Khánh Hòa, tuyến đường kết nối với tỉnh Lâm Đồng và tỉnh Ninh Thuận có tỷ lệ giải ngân chỉ đạt 3,55%.

Dự án Tuyến đường ven biển từ xã Vạn Lương, huyện Vạn Ninh đi thị xã Ninh Hòa chỉ đạt 47,84%; Dự án Nâng cấp mở rộng Tỉnh lộ 1A - ĐT652B (Quốc lộ 1 đến vòng xoay Ninh Diêm) đạt 12,07%; Dự án Nâng cấp mở rộng tuyến đường ĐT.6523 và ĐT.652D (đoạn từ đường ĐT.652 đến Quốc lộ 26B) chỉ đạt 13,08%...

Mặc dù UBND tỉnh Khánh Hòa đã có nhiều văn bản chỉ đạo để đẩy nhanh tiến độ giải ngân và sự nỗ lực của các đơn vị nhưng kết quả giải ngân các dự án vẫn còn đạt thấp.

Nguyên nhân chủ yếu liên quan đến công tác giải phóng mặt bằng; một số dự án mới được giao vốn đang triển khai thực hiện.

Ông Lê Huyền, Phó Chủ tịch UBND tỉnh Khánh Hòa nhấn mạnh, nguồn vốn Trung ương phân bổ đầu tư xây dựng hạ tầng giao thông chính là nhân tố quan trọng, tạo động lực để tỉnh Khánh Hòa đạt mục tiêu tăng trưởng kinh tế.

Do đó, Phó Chủ tịch UBND tỉnh Khánh Hòa yêu cầu các đơn vị chủ đầu tư chủ động phối hợp chặt chẽ với các sở, ngành, địa phương xác định trách nhiệm, phần việc cụ thể để tháo gỡ khó khăn, vướng mắc nhằm đẩy nhanh tiến độ các dự án giao thông.

Sở Nông nghiệp và Môi trường, Trung tâm Phát triển quỹ đất tỉnh cần lựa chọn đơn vị có năng lực để thực hiện các công việc liên quan đến giải phóng mặt bằng; thực hiện kết hợp đo đạc, xác lập bản đồ trích đo, kiểm đếm đất đai đồng bộ với việc xác lập hồ sơ, niêm yết, công khai phương án bồi thường cho người dân biết.

Ông Lê Huyền, Phó Chủ tịch UBND tỉnh Khánh Hòa đề nghị các đơn vị báo cáo kịp thời những khó khăn, vướng mắc phát sinh cho UBND tỉnh để sớm có giải pháp tháo gỡ.

Các chủ đầu tư cần rà soát năng lực, đôn đốc các đơn vị nhà thầu tập trung nhân lực, thiết bị, máy móc thi công dự án. Các địa phương cần tập trung tuyên truyền, vận động người dân bàn giao mặt bằng để các dự án triển khai thi công theo đúng tiến độ.
